If His Majesty the Sultan were to give us Palestine, we could in return pledge ourselves to regulate the entire finances of Turkey. For Europe we could constitute part of the wall of defense against Asia; we would serve as an outpost of civilization against barbarism. As a neutral state we would remain in contact with all Europe, which would have to guarantee our existence. Some form of extraterritoriality under international law could be found for the Holy Places of Christendom. We would form a guard of honor around the Holy Places, answering for the fulfilment of this duty with our existence.
