The movement adopted the pioneer spirit that had animated the Jewish people in the past and inspired the establishment of the State of Israel. However, in contrast to the past when the pioneer settlement took place in a Jewish-populated region along the coast and in other places where land had been purchased in time, there was now a desire to settle in the midst of Arabs, since the pioneer settlement of the past had not managed to occupy much new territory. The tradition that had developed in Israel whereby settle ments never abandoned their land gave the movement the confidence to seek the realization of its aims through this effective way.

RENEWAL OF THE JEWISH QUARTER 1968–1979 The year 1967 was marked by a policy change and a change in the political map of the State of Israel. At that time various groups began to organize in order to return and settle in places where Jews had lived in the GEOGRAPHY AND POLITICS IN ISRAEL SINCE 1967 43 past, and one of them was Hebron. Their purpose was to return to the town from which Jews had been evicted after the bloody disturbances of 1929 and establish a Jewish settlement on the remnants of the one that had been destroyed.

The plan was never accepted as Israel’s official plan, and consequently continued to be known by the name of its proponent as the Allon Plan, but even so it had considerable effect on Israel’s settlement map throughout the period that the Alignment was in power.
